Phase 1 Balloting Results
Phase 1 received 269,000-plus applications for 41,000 slots — approximately 1 in 6.5 odds. Computerized e-balloting was conducted by the Ministry of Industries and Production with EDB support. 40,000 electric two-wheelers and 1,000 electric three-wheelers were allotted.

How to Apply Online (Step by Step)
All applications are online only. There are no walk-in or offline applications.
Step 1. Go to pave.gov.pk and click Register. Do not use any third-party website or lookalike portal.
Step 2. Enter your CNIC, mobile number registered under your own name in PTA records, and email address. If your SIM is not in your name, the OTP will fail.
Step 3. Enter the OTP sent to your mobile to verify identity and activate your account.
Step 4. Fill in your name, address, CNIC details, employment or academic institution information, and contact number.
Step 5. Upload required documents: CNIC copy, passport-size photograph, income proof (salary slip or bank statement), and institutional ID if applying under the student quota.
Step 6. Select your preferred electric bike model from the EDB-approved list and choose your partner bank.
Step 7. Review all entries carefully and submit. A tracking ID is sent by SMS and email immediately.
Step 8. After the registration window closes, e-balloting takes place. Selected applicants are notified by SMS, email, and through the portal dashboard.
Step 9. The assigned bank verifies documents within 10 working days. Once cleared, pay the down payment at the branch and upload the payment slip on the portal.
Step 10. Your electric bike is delivered by the OEM manufacturer directly to your registered address.

PAVE-listed bikes are already priced PKR 50,000–60,000 below comparable open market models. The PKR 80,000 subsidy stacks on top of that pricing advantage.
Is the Bike Actually Free?
The "free electric bike scheme" framing is inaccurate. The bike is not free. What you receive is a PKR 80,000 subsidy reducing the purchase price, combined with a zero-interest loan for the remaining amount. The government covers all markup costs. You repay only the principal in monthly installments over 24 months. For most applicants, the monthly payment is less than their current monthly petrol spend.
PM Scooty Scheme and Motorcycle Scheme
The PM Scooty Scheme 2026 and PM Motorcycle Scheme 2026 are not separate programs. Both are part of PAVE and use the same portal and application process. The PKR 80,000 subsidy and zero-interest financing applies equally to EDB-approved electric scooters and motorcycles. Everything registers at pave.gov.pk.
Provincial Schemes (Separate from Federal PAVE)
The CM Punjab Bike Scheme and Balochistan E-Bike Scheme run separately from the federal PM scheme. They have different portals, different eligibility criteria, and different subsidy amounts. Do not confuse them with the federal PAVE program.
